Die zwei Fragen Senator Joseph Bidens an Condoleezza Rice

1. Eine Frage in zwei Fassungen:
   Siegfried Buschschlüter läßt Biden das beim zweiten Mal frei wiederholte Hersh-Zitat auf "the religious leadership in Iran" begrenzen:

   I'm not asking you whether there's any discussion about an attack. But do you believe that it is possible to topple "the religious leadership in Iran", and by any short-term military action? And is that a goal, not militarily, is it a goal of the United States to change the regime in Iran?

   und bei seiner Übersetzung läßt er Biden diegleiche Frage (kurzfristige Militäraktion zur Herbeiführung eines Regimewechsels) in den zwei oben niedergeschriebenen Formulierungen stellen: "kurzfristige Militäraktion, oder anders gefragt: Regimewechsel".
   

2. Zwei unabhängige Fragen:
   In Herrn Buschschlüters Bericht widersprechen sich Bidens Sätze. Widerspruchsfrei wären die Sätze nach meiner Ansicht, wenn das beim zweiten Mal frei wiederholte Hersh-Zitat so lautete: "the religious leadership in Iran, and by any short-term military action?"

   I'm not asking you whether there's any discussion about an attack. But do you believe that it is possible to topple "the religious leadership in Iran, and by any short-term military action?" And is that a goal, not militarily, is it a goal of the United States to change the regime in Iran?

Damit stellt Biden zwei unabhängige Fragen:

• (a) Glaubt die Regierung, daß es möglich sei, "die religiöse Führung im Iran zu stürzen, und zwar durch eine kurzfristige Militäraktion?"
• (b) Ist dies ein Ziel, nicht militärisch, ist es ein Ziel der Vereinigten Staaten das Regime im Iran zu verändern?

Die Unterschiede der beiden Interpretationen sind beträchtlich:

1. In der im Deutschlandfunk verbreiteten wird direkt danach gefragt, wie die Regierung die Erfolgschancen einer Militäraktion beurteile.
2. In der meiner Ansicht nach widerspruchsfreien
   • wird die Diskussion eines Angriffs ausdrücklich ausgeklammert,
   • wird nach der regierungsamtlichen Einschätzung der von Hersh ins Spiel gebrachten Militäraktion gefragt,
   • wird nach dem Ziel, nicht dem militärischen, der USA-Politik gefragt, was einen Regimewechsel im Iran angeht.
